The Four Northern is a strategic cooperation initiative concerning higher education in the North among universities and municipal statutory joint authorities (represented by their Learning Centres) in the Counties of Norrbotten, Västerbotten, Västernorrland and Jämtland.

The overall purpose is to develop a joint arena for strategic action in matters that concern competence provision in the region. A main goal is to develop and implement a framework programme for higher education and R&D for the 2007-2013 period. A supplementary goal is to make the region a stronger operator on the European arena.

The Four Northern has a subject definition towards higher education and R&D with a clear focus on future competence provision in the region and the interaction among universities, municipalities and trade & industry. The geographical delimitation will imply a future framework programme, including the four northernmost counties.

Cooperation within the Four Nothern is an ongoing process which, at present, best can be described as a network cooperation among self-contained parties with a documented wish for deepened cross regional cooperation.
